Sagay Poblacion was formerly called “Dalusan”, a local name of bamboo which abounds in the area. In 1942, when Vice-Mayor Amalio Cueva, Sr. took over the municipal leadership from Mayor Jose B. Puey, Sr., the later being appointed as Provincial Board Member of the Province of Negros Occidental, he initiated the transfer of the town proper from Old Sagay (then Old Poblacion) to its present site-Dalusan.

The transfer was made possible with the land donation for the town site by Doña Rosario Cooper and the heirs of the late Clayton Nichols. Schools, market and commercial establishments sprang up overnight and the people from nearby town and cities transferred in the area for good.

In 1972, former President Ferdinand E. Marcos issued a decree creating barangays within the Poblacion proper. Sagay Pobacion was then divided into two barangays namely: Barangay Poblacion I and Barangay Poblacion II. The boundary line set by the Sangguniang Bayan for the division of the two Barangays is the railroad line located in the center of the Poblacion. The first Barangay Captain appointed by Mayor Alfredo G. Marañon, Jr. for Poblacion I was Mr. Jose Fernandez.



Barangay Poblacion I is located 84 kilometers away from the City of Smiles, Bacolod City. The barangay proper is 33 meters above sea level per record of NAMRIA.

It is bounded on the North Eastern by Barangay Taba-ao; on the South Eastern by Barangay Rafaela Barrera & Barangay General Luna; on the South Western by Barangay Rizal and on the North Western by Barangay Poblacion II & Barangay Old Sagay, all of Sagay City.


Barangay Poblacion I has total land area of 550.0000 hectares. Based on the latest Comprehensive Land Use Plan (CLUP) of City of Sagay for the period of 2006 to 2015. The land area are classified, as follows, to wit:

Sagay City has a tropical climate with season not very pronounced, relatively dry from November to April and wet during the rest of the year.

Per computation as of latest Census Population the population density of Barangay Poblacion I is 20.42 persons/hectare or 2042 persons/square kilometer.

Registered Voters:

Barangay Poblacion I has a total registered voters of 5,801, with thirty four (34) precinct numbers as of July 30, 2016 per record of Commission on Elections (COMELEC) Sagay City.


Majority of the populace are Catholics, however there are other sects entwined in the barangay such as Iglesia ni Cristo, Seventh-Day Adventist, Jehovah Witness, Latter Day Saints of Jesus Christ or Mormons and Protestants.


The inhabitants are predominantly Ilonggos, others are able to speak Tagalog and Cebuano while English is used mainly as business language.

Labor and Employment:

Great percentage of families are engaged in several entrepreneurial activities from small time trading up to large scale business. Others are employed either private or in public offices.


Barangay Poblacion I is one of the urban barangay of Sagay City. It is situated in the heart of the City. A few years back the barangay experienced slight economic transition due to the establishment of the new public market situated in Barangay Poblacion II. However, more investors came in and commercial establishments continue to grow.

Record showed at NEGOSYO CENTER (One Stop Shop Office ) of Sagay City, Barangay Poblacion I, has a total of Four hundred twenty four (424) approved business license permits for the year 2016. Barangay Poblacion I has one (1) Public Elementary School, four (4) Private Elementary Schools, one (1) Private High School and one (1) Technical School. Per record of the Department of Education, Division of Sagay, the total enrollees as of school year 2016-2017, are as follows, to wit;

  • Jose B. Puey, Sr. Elementary School has a total number of enrollees of 2,279 students. Preparatory level has 189 students and Elementary level has 2,090 students.
  • Jeanie Edroso Seventh-Day Adventist Elementary School has a total number of enrollees of 61 students. Preparatory level has 12 students and Elementary level has 49 students.
  • Sagay Christian Academy has a total number of enrollees of 73 students. Preparatory level has no enrollee, Elementary level has 18 students and Secondary level has 55 students.
  • Shema Christian Academy has a total number of enrollees of 29 students. Preparatory level has 13 students and Elementary level has 16 students.
  • Kids Interactive Pre-school Inc. has a total number of enrollees of 15 students. Preparatory level has 5 students and Elementary level has 10 students.
  • Technological University of the Philippines Visayas, has total enrollees of 466 students.
  • Universal School of Applied Technology (USAT)


The Barangay has two (2) Health Stations with one (1) midwife and twenty (20) Barangay Health Workers. It has four (4) Day Care Centers and two (2) Barangay Nutrition Scholars.


Playing basketball is the favorite pastime in the barangay especially the youth. Barangay has one covered court and there are numerous open basketball courts and playgrounds scattered in some Puroks. Aside from basketball, other games are volleyball, billiards, video games, skateboarding and bicycle racing among teenagers.


Per record in the City Planning Development Office as of 2015, Barangay Poblacion I has eight (8) Private Subdivisions and one (1) Resettlement Site, to wit;

Availability of transportation within the barangay is by means of tricycle and trisikad, while well-off residents have their own service vehicles. Concreted road and streets provide residents accessible route.

Passenger vehicles such as tricycles and jeepneys are also used to transport commuters goods to adjacent barangays and cities.

Power Supply:

Local electrical power supply comes from NONECO about 98% of households in the barangay have been energized.

Water Supply:

Sagay Water District and Phil-Sagay Water System are the source of water in the barangay. Adjacent puroks and sitios rely mainly on artesian well and open dug well for drinking and washing.


The PLDT, Globelines & Smart Companies play roles in the barangay. They provide communication services that benefit both the business sector and the private sector. Other communication facilities include hand held portable radios, cellphones and daily newspapers both local and national.
