MISSION:

It is the mission of the Sagay City Assessor’s Office to apply the internationally adopted Philippine Valuation Standards in the pursuit of accurate, fair, equitable, uniform and productive Real Property Tax Administration system. Ensuring the public that Real Property Appraisal & Assessment are done professionally strict compliance of the code of ethical standards imposed under our laws.

Our vision is to utilize the highest & best use practices in real property appraisal & assessment to conform to the internationally adopted Philippine Valuation Standards in order to have fair, equitable, uniform assessments of Real Property units within our jurisdiction.


LEGAL MANDATE:

The office of the city assessor shall take charge of the discovery, classification, appraisal, assessment and valuation of all real properties within the City of Sagay which shall be used as the basis for taxation.

Its duties include the preparation, installation and maintenance of a system of tax mapping and records management, and the preparation of a schedule of fair market values of the different classes of real property within the city of sagay.


SECURING ASSESSMENT OF BUILDINGS, MACHINERY AND OTHER STRUCTURES

ABOUT THE SERVICE:

Newly constructed buildings and other structures and newly installed machineries have to be declared for taxation purposes by the owner. The City Assessor’s Office conducts field inspection to assess the value of the real property.

  1. Letter request
  2. Sworn statement as to cost of newly installed machinery
  3. Copy of the approved building permit and/or certificate of completion or occupancy permit (for building/structure)
  4. Blueprint copy of the approved plan
  5. Report of inspection of the building/structure

Transfer of Ownership:

  1. Transfer certificate of Title ( Certified copy of RD)
  2. Deed of Conveyance ( Deed of Sale/Donation / Exchange /Assignment /Extrajudicial Settlement of Estate/etc);
  3. Transfer tax receipt
  4. BIR Certificate Authorizing Registration (Certificate of Exemption , if exempted)
  5. Tax Clearance (currently issued by the City Treasurer’s Office)
  6. New Declaration/Processing Fee Receipt

Consolidation/Segregation :

  1. Approved subdivision plan and technical description;
  2. Certified true copies of resulting titles (Certified copy from Register of Deeds)
  3. Deed of Conveyance, if there is a transfer of ownership simultaneously done with segregation
  4. BIR Certificate Authorizing Registration
  5. Transfer tax receipt
  6. Tax Clearance (currently issued by City Treasurer’s Office) for the mother lot
  7. New Declaration/Processing Fee Receipt

Request for correction/updating of entries/revision:

(a)Transfer certificate of Title (Certified copy from RD), on cases of ownership-related and technical description- related corrections)


Request for Annotation of Mortgages/Notice of Levy on Attachment/Tax Lien:

  1. Transfer Certificate of Title;
  2. Notice of Levy on Attachment
  3. Court Order(if necessary)

Cancellation of Assessment Record for demolished Buildings/Structure and Retired/Dismantled Machinery:

  1. Certified true copy of Latest tax declaration
  2. Tax clearance/Latest tax payment/receipt(from City Treasurer’s office)
  3. Any of the following:
    • Demolition
    • Certification from Sagay City Fire Station(if razed by fire)
    • Barangay Certification
  4. Owner’s authorization/special power of attorney (for other parties requesting)

Research Fees (Retrieval of Assessment Records)

There shall be charges on the following research fees for the retrieval of Assessment Records, upon special request of the taxpayer, not in the regular course of operation:

Ocular Inspection Fee upon request of the owner/authorized representative:

There shall be charges on the following ocular inspection fees for Agricultural, Residential, Commercial, Industrial, Timber for Lands, Buildings, Machineries and other Man-made Improvements per barangay, to wit:
