I. Securing of Zoning Business Clearance

THE CITY PLANNING AND DEVELOPMENT OFFICE – Zoning Section,Issues Zoning Business Clearance to all business establishments located within the city that process business permit with the Business One-Stop-Shop Division.

Note: Tricycles, Peddlers, Suppliers that do not hold a stationary place in doing business in the city, are not required to secure such clearance.

HOW TO SECURE ZONING BUSINESS CLEARANCE

    1. NEW BUSINESS

    With or Without NEW BUILDING CONSTRUCTED OR BUILDING RENOVATION

       a. Inquire with Zoning Office for site compatibility

    2. New Business (After CPDO) & Business Renewal

       a. Visit Business One-Stop-Shop Permits and Licensing Section

          a.1 Received endorsed applicant documents from Business Permits and Licensing Office (One-Stop-Shop)

       b. Verification of submitted documents and Logging entries of application data

       c. Signing and Releasing of approved Zoning Business Clearance

       d. Return documents to Business Permits and Licensing Office (One-Stop-Shop)

II. Issuance of Locational Clearance

THE CITY PLANNING AND DEVELOPMENT OFFICE – Zoning Section, Issues Locational Clearance to all buildings to ve constructed and/or to ve renovated withing the city. Locational Clearance is one of the requirements prior to the issuance of Building Permit

DOCUMENTARY REQUIREMENTS

    1. Duly Notarized Lcoational Clearance application form

    2. Signed and sealed Engineering Plans

    3. Signed and sealed Project estimates

    4. Signed and sealed general specifications

    5. Certified True Copy of Title (deed of sale for Subdivision Project on Process with the City)

    6. Current Land Tax Receipt

    7. And other requirements that may arise in the application process

HOW TO SECURE LOCATIONAL CLEARANCE

    a. Apply and Submit the required documents

    b. Verification of submitted documents

    c. Logging entries of application data

    d. Computation and Issuance of Locational application fee slip

    e. Pay required fees at City Treasurer’s Office

    f. Stamping, signing of engineering plans and releasing of Locational Clearance

FEES

    PROJECT ESTIMATE and COSTING FOR BUILDING FLOOR AREA, use the higher cost.

    a. First P100,000.00

       Residential – P100.00

       Apartment – P500.00

       Dormitories – P500.00

       Institutional – P400.00

       Commercial – P1,000.00

       Special Projects – P1,000.00

    b. Plus the excess amount of P100,000.00 to all project multiplied by 0.1%

    Note: All payment transaction shall be handled by The Treasurer’s Office

III. Availing of Displaced Resident Assistance Program

THE CITY PLANNING AND DEVELOPMENT OFFICE – Planning Section was designated as secretariat of the City Housing and Resettlement Board. Its task is to evaluate applicant qualification who wish to avail low cost lot at Sagay City Relocation Sites. The program catters for residents of Sagay City to be displaced due to government project/ejected by private land owners through court order.

REQUIREMENTS

    a. Barangay Certification (certifying that the applicant is bonafide resident of the barangay, and a squatter)/displaced by government project/with court order on enjectment.

    b. City Assessor’s Office Certification that applicant has no land property

    c. 2 pcs. 2×2 I.D. Picture

    d. Photocopy of Marriage Contract

How to Avail the Displaced Resident Assistance Program

    a. Submit of request letter and Fill-up of City Housing and Resettlement Board Application Form

    b. Verification of Filled-up form

    c. Determine, Validation of information and lot availability qualification of applicant

    After 1 Week of Verification if qualified to avail a lot

    d. Preparation of endorsement letter for the qualified applicant to be signed by the City Planning and Development Coordinator with assigned lot location for Mayors approval.

    e. Approval of the Mayors

    f. Preparation of Contract to sell

    g. Signing of Contract to sell

    Pay the monthly lot amortization at the City Treasurer’s OFFICE

IV. Issuance of Zoning Certificate

THE CITY PLANNING AND DEVELOPMENT OFFICE – Zoning Section, Issues Zoning Certificate to all land Owners of the City who wishes to have it for various purposes.

Documentary Requirements

    a. Certified True Copy of the Title

    b. Approved lot plan

How to Secure the Zoning Certificate

    a. Submission of request for Zoning Certification and verification of lot Locational

    b. Verification of Zone classification and computation of zones area/sizes

    c. Computation and Issuance of order of payment slip

    d. Pay required fees at City Treasurer’s Office

    e. Encoding of all needed data to the certificate

    f. Printing, signing and releasing of zoning certification

FEES

    Fee per title – P100.00 for the 1st 10 hectares. Plus P10.00 for the additional hectares or fraction thereof

V. Processing of Subdivision Approval

THE CITY PLANNING AND DEVELOPMENT OFFICE – Zoning Section Head is designated as the Subdivision Evaluation and Enforcement Officer

How to Apply for a Subdivision Approval

Preliminary Approval

    a. Apply and Submit the required documents

    b. Verification and Evaluation of submitted documents

    c. Endorse Application to the Office of the Sangguniang Panlungsod with the recommendation and amount of fees due for preliminary approval

    d. Receives all documents from SP Office for release of preliminary approval together with the SP Resolution.

    e. Pay required fees at City Treasurer’s Office

    f. Releasing of Approved Preliminary Subdivision Plan and its corresponding Sangguniang Panlungsod Resolution

    Note: PROCESS FINAL APPROVAL BEFORE THE EXPIRATION OF PRELIMINARY APPROVAL

Final Approval

    a. Apply and Submit the required documents

    b. Verification and Evaluation of the submitted documents and record if all documents required in order

    c.Endorse Application to the Office of the Sangguniang Panlungsod with recommendation and the amount of fees due for final approval

    d.Deliberate application by the Sangguniang Panlungsod sessions

    e.Receives all document for release of the final approval together with the SP Resolution

IX. City Housing and Resettlement Board – Qualified Beneficiary/Awardee Certificate

THE CITY PLANNING AND DEVELOPMENT OFFICE – Planning Section was designated as secretariat of City Housing and Resettlement Board. It is tasked to assist project benifeciary/s in their lot occupancy.

CHRB beneficiary/awardee certificate is required for the issuance of Locational Clearance
