Our Beginnings
The Office of the Building Official (OBO) was created as distinct office from the Office of the City Engineer on May 5, 2006 by virtue of the powers vested in the Secretary of the Department of Public Works and Highways (DPWH) , Sec. Hermogenes E. Ebdane , under Section 205, Chapter 2 of P.D. 1096 otherwise known as the National Building Code of the Philippines (NBC) and in Sections 203 and 205, Rule II of the Revised Implementing Rules and Regulations (IRR) of the said code . Architect Rowena Briones-Lobaton was designated as Acting Building Official of the City of Sagay , Negros Occidental in which she is primarily responsible for the enforcement of the provisions of the NBC as well as its IRR.

Legal Mandate
By virtue of Department Order Number 110, Series of 1993 (DO 110, S.1993) of the Department of Public Works and Highways (DPWH), the function for the administration and enforcement of PD 1096, otherwise known as National Building Code (NBC) of the Philippines, was devolved to Local Government Units (LGUs). With this devolved function, the Office of the City Building Official (OBO) implements regulations and requirements for the construction, alteration, repair, conversion, use, occupancy and demolition of buildings pursuant to Section 301 of PD 1906, as well as enforcement of related orders and decisions.

Issuance of Building Permit
About the Service
A Building Permit is a document issued by the Building Official to an owner/applicant to proceed with the construction, installation, addition, alteration, renovation, conversion, repair, moving, demolition or other work activity of a specific project/building/structure or portions thereof, upon the approval of the accompanying principal plans, specifications and other pertinent documents with the duly notarized application, which will be found satisfactory and substantially conforming with the National Building Code of the Philippines and its Implementing Rules and Regulations. Issuance of Occupancy Permit
About the Service
No building or structure shall be used or occupied wholly or partly without first obtaining a Certificate of Occupancy from the Building Official where the subject building or structure is located. A Certificate of Occupancy shall be issued by the Building Official after final inspection and submission of requirements and if the building or structure conforms with the requirement of the Code and its IRR.Read more
Issuance of Fencing Permit
About the Service
Fences to be constructed, altered, repaired, moved, converted or demolished must obtain a Fencing Permit from the Building Official.Read more
